Addressing leaders at the United Nations General Assembly, Ukrainian President Volodymyr Zelenskyy expressed readiness for a naval truce in the Black Sea to ensure safe navigation and food security. This proposal, based on suggestions from Egypt, India, and Turkey, aims to mitigate the impact of hostilities on commercial shipping and grain exports. Zelenskyy also indicated a willingness to accept an energy-related ceasefire to protect critical electricity and heating infrastructure from potential Russian missile and drone strikes during the upcoming winter.

In response, Russian Foreign Minister Sergei Lavrov stated that Russia will not pause its military operations, suggesting that European calls for a ceasefire are attempts to facilitate further weapons supplies to Ukraine.

Simultaneously, intensified Russian drone attacks have struck Kyiv and other regions, resulting in multiple fatalities and injuries. These strikes targeted civilian and commercial infrastructure, including railway facilities, gas stations, and data centers. In the Black Sea, a Russian attack on a merchant vessel resulted in the death of a captain. Zelenskyy has also called for continued international sanctions, criticizing efforts to ease restrictions on Russian oligarchs.
