Russia may use hybrid warfare to challenge NATO in Baltics
Stefan Hedlund, a professor of Russian Studies at Uppsala University, suggests that Russia may favor hybrid warfare over conventional military invasion to challenge NATO in the Baltic region.
According to Hedlund, Russia might operate in the 'gray zone' to increase the political and economic costs for nations supporting Ukraine while avoiding a direct military confrontation with NATO. One potential high-risk scenario involves the creation of a separatist entity, such as a 'People's Republic of Latgale' in eastern Latvia, mirroring the 2014 Donbass model.
In response to these threats, Estonia, Latvia, and Lithuania have been preparing for military confrontation for years. Since 2024, these nations have been implementing the Baltic Defense Line, a system of fortifications and defensive structures along their eastern borders.
