Russia orders private data centers to reserve capacity for state use

President Vladimir Putin has directed privately operated data centers in Russia to reserve 10 percent of their computing capacity for government information systems. Under the new directive, state authorities can request access to these reserved resources with 24 hours' notice to support digital services. While private operators retain ownership of their facilities, a government subcommission will oversee the allocation of these resources.

The decree specifies that companies will be compensated for providing access, with a government body responsible for setting a ceiling on charges. The Ministry of Digital Development is tasked with overseeing the implementation of these rules.

This move follows recent security concerns after Ukrainian drone strikes damaged several data centers operated by major technology firms, including Yandex and Sberbank. In response to these vulnerabilities, Russian officials and companies are exploring protective measures, such as moving infrastructure underground. Discussions are reportedly underway between Rostelecom and Norilsk Nickel regarding the potential use of abandoned coal mines for underground data centers.
