Russia state mandate for private data center capacity

Overview

President Vladimir Putin has signed a decree requiring private data center operators in Russia to reserve 10 percent of their technical capacity and space for state information infrastructure. Under this mandate, a government sub-commission will determine when these resources are required, and operators must provide access within 24 hours of a decision. While private companies retain ownership, the government will oversee resource allocation and set a ceiling on compensation for the provided access.

The Ministry of Digital Development is responsible for conducting an inventory of available capacity and overseeing the implementation of these rules. The decree also allows for the temporary use of data centers located outside of Russia, subject to approval by the Federal Security Service (FSB).

This directive follows security concerns stemming from Ukrainian drone attacks in October that targeted technological facilities operated by companies such as Yandex and Sberbank. In response to these vulnerabilities, officials and companies are exploring protective measures, including the potential relocation of infrastructure underground. Reports indicate discussions are occurring between Rostelecom and Norilsk Nickel regarding the use of abandoned coal mines for underground data centers.
