Ukraine warns of Russian plan to target energy and water infrastructure
Ukraine is preparing for a severe winter as officials warn of a massive Russian campaign targeting the nation's energy and water infrastructure. A document presented by Energy Minister Denys Shmyhal to European partners describes a systematic plan to collapse the energy system using up to 1,000 missiles, drones, and bombs.
Key targets include thermal and hydroelectric power plants, heating facilities, and water pumping stations. Most critically, the plan reportedly aims to force the shutdown of Ukraine's three operational nuclear power plants by targeting the electrical switchyards that connect them to the grid. These switchyards are located less than 1.5 kilometers from the reactors.
A recent strike involving missiles and drones against a major thermal power plant has already caused electricity and water outages in several Kyiv neighborhoods. President Volodymyr Zelensky has further accused Vladimir Putin of ordering military forces to abandon previous rules of war, specifically regarding aerial operations against civilian targets. Intelligence assessments suggest the strategy aims to increase pressure on major cities like Kyiv, Kharkiv, and Odesa, potentially triggering a new wave of refugees toward the European Union.
