Ukrainian intelligence services report that Russia is preparing a massive mobilization wave, aiming to recruit 300,000 soldiers in 2026 and another 300,000 in 2027. This plan is reportedly a response to heavy battlefield losses and a significant decline in voluntary contract enlistments.

Ukrainian officials estimate that Russia lost approximately 240,000 soldiers in the first half of 2026, with 140,000 being killed or seriously wounded. During the same period, 232,000 individuals signed military contracts, a figure that fails to offset the rate of attrition. Intelligence reports indicate that the pool of traditional recruits—including prisoners, debtors, and migrants—has shrunk by 30 to 40 percent in several Russian regions compared to 2025.

To address these shortages, Moscow is reportedly expanding legal criteria for enlistment, potentially including individuals with criminal records for offenses such as banditry and drug trafficking, as well as certain categories of convicted women.

On the Ukrainian side, Kirill Budanov, head of the Office of the President, stated that the Ukrainian Armed Forces require a minimum of 30,000 new personnel per month to maintain current frontline positions.
