Despite these concerns, the German government indicates that immediate closure is complicated by bilateral agreements regarding property matters. The German Foreign Office noted that these agreements are directly linked to the status of the Goethe-Institut in Moscow. Additionally, the German government pays approximately 70,000 euros annually in property tax for the Berlin site as part of these reciprocal arrangements.
