Germany and Russia escalate diplomatic and cultural rift

Overview

Diplomatic and cultural relations between Germany and Russia have entered a period of significant rupture. Following Germany’s decision to close the Russian House in Berlin and the Russian Consulate General in Bonn—actions linked to security concerns and a suspected Russian drone attack at Leipzig/Halle Airport on August 4, 2026—Russia has implemented reciprocal measures. This closure removes a primary service hub for Russian citizens in western Germany, forcing residents in North Rhine-Westphalia to utilize the Russian Embassy in Berlin for consular matters.

On September 19, 2026, as Russia held Duma elections—marked by the inclusion of voters from occupied territories and the exclusion of opposition candidates—the diplomatic tension coincided with a massive Ukrainian drone strike on Moscow. While Russian air defenses intercepted approximately 450 drones, strikes hit an oil refinery and a residential building, resulting in fatalities and injuries.
