German Interior Minister Alexander Dobrint linked these measures to alleged Russian involvement in the Leipzig drone incident. Reports indicate the Bonn closure is also driven by allegations that the facility served as a coordination hub for Russian intelligence targeting EU institutions, NATO, and Benelux countries. Approximately one-third of the 60 departing diplomats are estimated to be affiliated with intelligence services such as the FSB, SVR, or GRU. In retaliation, Russia has ordered the closure of the German Consulate General in Saint Petersburg, with staff required to depart by September 18, 2026. Moscow has also ordered the cessation of activities for all Goethe-Institut cultural centers within the country, including branches in Saint Petersburg and Novosibirsk, requiring employees to leave by September 13, 2026.
