Russia's A7 platform facilitates $100 billion in annual payments to bypass sanctions

Russia has developed a financial platform known as A7 to bypass Western sanctions and establish an alternative international payment system. Launched in 2024, the platform reportedly facilitates approximately 20% of Russia's foreign trade payments, totaling more than $100 billion annually.

Acting as a “grey banking” infrastructure, A7 aims to reduce Moscow's reliance on the Western financial system, specifically SWIFT and US dollar settlements. The model utilizes a combination of traditional financial instruments, a network of intermediary companies in third-party jurisdictions, and cryptocurrency mechanisms. A central component is the A7A5 ruble-based stablecoin, which is allegedly backed by deposits from the sanctioned Promsvyazbank and can be converted into USDT.

Financial intermediaries and companies in Kyrgyzstan, the United Arab Emirates, and Hong Kong are involved in the system's operation. This structure allows for the concealment of the Russian origin of payments, enabling access to international channels. The platform is used to pay for both civilian goods and dual-use items that may support the Russian military-industrial complex. The project is viewed as a systemic Kremlin strategy to create a parallel financial infrastructure following the 2022 invasion of Ukraine.
