Russia A7 platform and EU sanctions response

Overview

Russia has developed the A7 financial platform to bypass Western sanctions and establish an alternative international payment system. Launched in 2024, the platform functions as a “grey banking” infrastructure that reportedly facilitates approximately 20% of Russia’s foreign trade payments, totaling more than $100 billion annually. The system utilizes a network of intermediary companies in jurisdictions such as Kyrgyzstan, the United Arab Emirates, and Hong Kong, alongside cryptocurrency mechanisms.

A central component of this infrastructure is the A7A5 ruble-based stablecoin, which is allegedly backed by deposits from the sanctioned Promsvyazbank and can be converted into USDT. This mechanism allows for the concealment of the Russian origin of payments, facilitating the purchase of both civilian and dual-use goods.

In response, the European Union adopted its 21st package of restrictive measures against Russia, set to take effect on August 23, 2026. This package expands sanctions to include the A7 network and several crypto operators. Specifically, the EU has designated Kyrgyzstan-based entities including A7 Agent LLC, A71 Ltd, A7 Africa, and A7 Nigeria, as well as project director Leonid Valdimirovich Shumakov. The cryptocurrency exchange HTX (Huobi Global SA) and eleven other platforms were also named in the measures. Residents in the EU, EEA, and Switzerland have been given three months to withdraw funds or close accounts with these listed services.
