Rwanda and DRC tensions escalate over security and FDLR disarmament

Tensions between the Democratic Republic of the Congo (DRC) and Rwanda have escalated following conflicting statements regarding security in eastern DRC. Rwandan President Paul Kagame has dismissed recent disarmament initiatives targeting the Democratic Forces for the Liberation of Rwanda (FDLR) as ‘superficial,’ stating that no current efforts address the root causes of the problem.

In response to Kagame’s position, Congolese political leader Germain Kambinga has accused the Rwandan regime of being the primary driver of the three-decade-long security crisis in eastern DRC. Kambinga argues that Rwanda maintains instability to serve three strategic goals: justifying its own domestic political structure, pursuing a nationalist narrative regarding Congolese territory, and facilitating the systematic looting of Congolese mineral resources to serve as a hub for mineral laundering.

While Kinshasa presents its recent disarmament and demobilization protocols as significant steps toward peace, Kigali views them as political maneuvers and a failure to meet security commitments. This diplomatic impasse continues as the DRC has pursued legal action against Rwanda at the International Court of Justice.
