EU and Ryanair announce changes to baggage and check-in rules
The European Union has published new passenger rights regulations set to take effect on October 23, 2027. These rules mandate that all airlines must allow passengers to carry one small personal item (maximum dimensions of 40 × 30 × 15 cm) free of charge, provided it fits under the seat in front of them. While this standardizes small carry-on items, airlines retain the right to set their own rules and fees for larger cabin suitcases.
Separately, Ryanair has announced changes to its airport procedures effective November 10, 2026. The airline will close bag drop and check-in desks 60 minutes before scheduled departures, an increase from the previous 40-minute window. According to Chief Marketing Officer Dara Brady, the change aims to reduce passenger delays by providing more time for security and passport control. This adjustment is expected to affect approximately 20% of passengers who check luggage, while the remaining 80% who check in online and carry only hand luggage will not be impacted.
