Ryanair baggage policy and EU passenger rights updates

Overview

Ryanair has introduced several updates regarding baggage policies and procedures. Initially, the airline issued warnings to passengers regarding luggage restrictions, noting that travelers could face fines between £40 and £51 for carrying extra items, such as a second handbag or backpack, without purchasing additional baggage options. Effective November 10, the airline is implementing stricter baggage drop-off deadlines across its entire network. Passengers with checked luggage must now drop off bags at least 60 minutes before departure, an increase from the previous 40-minute requirement. The airline stated this change is intended to ensure passengers have sufficient time to clear security and passport control, particularly at busier airports, and to improve punctuality. Chief Marketing Officer Dara Brady noted the change aims to ‘reduce the number of passengers missing their flights due to airport queues.’ This policy modification is expected to affect approximately 20 percent of travelers, specifically those checking traditional baggage or using airport check-in counters. The remaining 80 percent of passengers, who primarily use online check-in and travel with carry-on luggage only, are not expected to be impacted as they can proceed directly to security. Passengers who miss the new 60-minute cutoff may be unable to check their luggage, and the airline is not obligated to provide free rebooking for subsequent flights. While Ryanair plans to introduce self-service baggage drop technology by autumn 2026 to streamline processes, the 60-minute deadline will remain in effect. In a related development regarding passenger rights, the European Union has published new regulations set to take effect on October 23, 2027. These rules mandate that all airlines must allow passengers to carry one small personal item free of charge, provided it fits under the seat in front of them and meets maximum dimensions of 40 × 30 × 15 cm.
