Samsun leaders confront citizen scrutiny and fraud arrests

Police in Samsun uncovered a charity‑box scam that used city mayor Halit Doğan’s name to solicit payments from citizens. Investigators seized phones and digital material, arrested three suspects after coordinated raids in five provinces and identified 310,000 lira in fraud.
