Turkey anti-corruption probe: July 2026 hearings & arrests

Overview

The July 2026 anti‑corruption sweep in Turkey broadened to organised‑crime, municipal fraud and political interference. In Istanbul, the Aziz İhsan Aktaş trial now involves about 200 defendants, including seven suspended mayors, and was moved opposite the Marmara Closed Penitentiary, with a new date set for 13 July. District mayor Hakan Bahçetepe’s bribery and money‑laundering case continued, with prosecutors seeking up to 24 years in prison, while the expert‑witness component of Istanbul mayor Ekrem İmamoğlu’s trial was postponed to December after a change of prosecutor.

Political tension rose when a court reinstated CHP leader Kemal Kılıçdaroğlu at the party’s Istanbul headquarters, prompting police‑blocked poster removals and accusations of intimidation. The Turkey Bar Association warned that limits on İmamoğlu’s defence breach constitutional and European‑human‑rights standards, and a Council of Europe commissioner expressed concern over restricted defence access.

On 17 July, İmamoğlu was barred from speaking at his hearing; his lawyers filed a petition demanding replacement of the three‑judge panel, citing bias and procedural irregularities. Five days later, coordinated raids in five provinces detained 28 of the 31 targeted individuals, including İzmit Mayor Fatma Kaplan Hürriyet, her husband and dozens of municipal officials, on charges of organised crime, bribery and tender fraud.

Lawyer Tora Pekin, representing İmamoğlu, argued that the Istanbul Metropolitan Municipality case is being used to secure a conviction and a political ban, alleging the proceedings are a deliberate effort to block his future political candidacy.

These developments underscore the widening scope and intensity of Turkey’s anti‑corruption campaign.
