San Fernando seeks electric scooter ordinance as insurance becomes mandatory

Spain will require all electric scooters and other personal mobility vehicles to carry a liability insurance certificate from 2026, with fines of up to €800 for non‑compliance. The upcoming national rule has heightened pressure on municipalities to adopt local regulations covering safety, technical standards and rider responsibilities.

In the Andalusian city of San Fernando, a six‑year‑old draft Mobility Ordinance still has not been approved. The local branch of the Popular Party has lodged a motion demanding that the PSOE-led council adopt the ordinance quickly, warning that the city will be unable to meet the 2026 deadline without its own rules. Neighboring towns such as El Puerto de Santa María, Chiclana and Rota already have specific regulations, while San Fernando remains without a clear framework for electric scooter users and pedestrians.
