Santa Barbara approves short-term rental regulations

The Santa Barbara City Council has unanimously approved an ordinance to regulate short-term rentals (STRs) and homeshares. Under the new rules, STRs are permitted in designated commercial zones, while homeshares are allowed in specific residential areas. Notably, the ordinance excludes both types of rentals from Santa Barbara’s Coastal High Fire Hazard Area to mitigate wildfire and evacuation risks associated with high-occupancy transient lodging in vulnerable terrain.

The coastal portion of the regulation requires review and certification by the California Coastal Commission. The decision follows long-standing concerns regarding the impact of unregulated vacation rentals on residential safety and community character.

Simultaneously, local discourse has highlighted community division regarding major municipal decisions. Residents have called for greater transparency and democratic processes, specifically regarding the implementation of a Rent Stabilization Ordinance and the State Street Master Plan for the historic downtown area. Some community members are advocating for formal referendums to ensure major, high-cost decisions are decided by a direct vote of the public.
