Santa Barbara City Council passes rent stabilization ordinance
The Santa Barbara City Council has narrowly passed a new Rent Stabilization Ordinance following intense debate regarding housing exemptions. The 4-3 vote centered on whether affordable deed-restricted housing and Section 8 units should be included under the new protections.
Councilwoman Meagan Harmon argued for exemptions, stating that additional regulatory layers could discourage landlords from participating in Section 8 programs. Conversely, Councilwoman Wendy Santamaria opposed the exemptions, expressing concern that without the ordinance, the city lacks sufficient systems to ensure the habitability of units for the most vulnerable residents.
Ultimately, the council voted to exempt the Housing Authority and Section 8 housing providers from the ordinance. This decision follows a period of public discussion where City Council candidates addressed broader local issues, including housing affordability, development, and the local business climate.
