Santos Cerdán’s alleged €323k undisclosed earnings from Servinabar highlighted by UCO

Spain’s central police unit, the Unidad Central Operativa (UCO), issued a patrimonial report on former PSOE organisation secretary Santos Cerdán. The report finds that Cerdán received €18,261 in cash of unknown origin and that he and his family benefited from €323,178 in payments from the construction firm Servinabar between 2015 and 2024, with the highest amounts recorded from 2019 to 2023 – the period when José Luis Ábalos was transport minister and Acciona won several public contracts.

The investigation also notes a failed attempt in 2021 to buy a nearly €1 million apartment in central Madrid through Servinabar, which collapsed after the seller withdrew. Cerdán’s wife, Francisca Muñoz, was paid €18,730 by Lorgen Genética Proteómica for a position she never performed, and a “phantom” employment scheme involving Antxon Alonso’s network was identified. Separately, Alonso’s company was reported to have earned €181,000 for works on the Zubieta prison. The Navarre regional government maintains that the UCO report does not reveal any irregularities by the regional administration. The findings have been forwarded to the Audiencia Nacional judge overseeing the “Caso Koldo” investigation.
