IBM and Sarvam partner to advance sovereign AI in India

IBM and Indian AI startup Sarvam announced a partnership to develop full‑stack sovereign artificial‑intelligence solutions for central and state governments, public‑sector organisations and regulated enterprises across India. The collaboration combines IBM’s Sovereign Core platform with Sarvam’s India‑first AI stack, which includes reasoning models, multilingual language and voice technologies. Together they will run innovation pilots, solution accelerators, technical advisory services and knowledge‑sharing programmes.

The IBM GovTech AI Innovation Center in Lucknow will serve as a joint incubation and demonstration hub where agencies and enterprises can evaluate and scale sovereign AI applications such as citizen services, grievance redressal, document processing and administrative workflows.

Separately, Sarvam launched the Epoch Builder Edition platform, offering 7‑billion‑ and 70‑billion‑parameter multilingual large language models trained on two trillion tokens and supporting more than ten Indian languages. The platform provides GPU clusters, reinforcement‑learning‑from‑human‑feedback, on‑premise and hybrid deployment options, and aims to reduce dependence on overseas AI models.

Sarvam also announced plans to develop a trillion‑parameter “T‑level” model within six months and introduced Sarvam Code, an AI coding agent that charges only for completed work – about $2 per solved task, cheaper than comparable agents from Claude and OpenAI.
