Scotland housing sector calls for reform to end national emergency

Homes for Scotland (HFS) has called for urgent structural reforms to address a deepening national housing emergency. The organization highlighted a significant housing underspend of nearly £100 million in the previous financial year, alongside a decline in construction rates.

In 2025, fewer than 17,500 homes were delivered, falling short of the 25,000 annual minimum required by the sector. This contributes to a cumulative shortfall of over 100,000 homes since 2008. HFS is urging the Scottish Government to use its upcoming Programme for Government to operationalize the More Homes Scotland agency, unlock land, and improve planning and consenting capacity to ensure sustained growth.
