Overview

Scotland is experiencing a deepening housing emergency characterized by significant construction shortfalls and rising homelessness. Homes for Scotland (HFS) has called for urgent structural reforms, noting that fewer than 17,500 homes were delivered in 2025, well below the required annual minimum of 25,000.
