Mexico: Sheinbaum signs decree requiring single nationality for top candidates

President Claudia Sheinbaum has signed a constitutional reform decree that mandates single Mexican nationality for candidates seeking the offices of President, Governor, or Head of Government of Mexico City. The reform, which modifies articles 82, 116, and 122 of the Constitution, will take effect starting with the 2028 electoral processes.

Under the new law, individuals with dual nationality must renounce their foreign citizenship before registering as candidates with the National Electoral Institute (INE). Additionally, once in office, these officials are prohibited from acquiring other nationalities, using foreign passports, or seeking foreign diplomatic protection.

While the reform has received support from the Senate, the Chamber of Deputies, and 22 state legislatures, opposition groups have raised concerns that the measure may restrict the political rights of Mexicans living abroad. Senator Cecilia Guadiana has noted that she does not intend to renounce her U.S. citizenship at this time, as her current political focus remains in the Senate through 2030.
