Senegal advances integrated national medical risk coverage reform

Senegal is advancing the development of a new integrated national system for medical risk coverage. The initiative aims to strengthen national solidarity, reduce the fragmentation of existing coverage mechanisms, and ensure the entire population has access to a common baseline of healthcare.

A technical committee workshop was held in Dakar from September 2 to 4, 2026, to transition from general policy orientations to concrete operational choices. Organized by the Ministry of Family, Social Action and Solidarity, the meeting received technical and financial support from the World Bank and the International Labour Organization.

The reform focuses on four key dimensions: the basic package of care, sustainable financing, institutional architecture, and an integrated information system. The goal is to establish a coherent framework that ensures the long-term viability of healthcare rights for all citizens.
