Senegal universal health coverage reforms
Overview
Senegal is pursuing reforms to achieve Universal Health Coverage (UHC) through both regional policy engagement and domestic structural changes.
At the international level, the Ministry of Health and Public Hygiene has emphasized the need for strengthened regulatory systems and sustainable health financing to address post-pandemic budget pressures and climate-related health shocks. Locally, the Louga department has entered an agreement with SEN-CSU to expand healthcare access through management delegation.
Efforts have since progressed toward developing a new integrated national system for medical risk coverage. A technical committee workshop in Dakar, supported by the World Bank and the International Labour Organization, focused on transitioning policy orientations into operational choices. This reform aims to reduce the fragmentation of existing mechanisms by establishing a coherent framework centered on a basic package of care, sustainable financing, institutional architecture, and an integrated information system.
