Senegal advances territorial governance and public service reforms

Senegal is engaging in regional administrative cooperation and addressing domestic public service challenges. In Kaffrine, the Minister of the Civil Service, Labour and Public Service Reform, Mamadou Lamine Dianté, met with local agents to assess operational difficulties. Key issues identified include shortages of personnel, insufficient equipment such as computers and printers, and a lack of logistical and financial resources for regional labor inspections.

Despite these constraints, the minister reported sustained labor market activity in Kaffrine, noting nearly 2,000 contracts registered in 2025 and very few business closures. Plans were also discussed to relocate the civil service relay office to the administrative sphere and deploy ‘Pointel’, an experimental time-tracking system.

Simultaneously, a high-level delegation from the Central African Republic visited Dakar to study Senegal’s model of territorial governance and decentralization. The mission aims to facilitate knowledge transfer regarding local government organization, capacity building, and mechanisms to bring administration closer to the population, strengthening technical cooperation between Dakar and Bangui.
