Overview
Senegal is undergoing efforts to evaluate and reform its territorial governance and public service delivery. In the Tambacounda and Kédougou regions, stakeholders convened to assess the eight-year implementation of the Senegal Support Program for Communes and Agglomerations (PACASEN). The evaluation identified structural challenges, including limited local resource mobilization, insufficient state financial transfers, and gaps in technical and managerial capacities for managing infrastructure and social services.
Further administrative assessments in Kaffrine highlighted operational difficulties such as personnel shortages and a lack of logistical equipment. In response, officials discussed deploying an experimental time-tracking system called ‘Pointel’ and relocating civil service offices. On an international level, Senegal’s decentralization model has drawn interest from the Central African Republic, with a delegation visiting Dakar to study mechanisms for capacity building and bringing administration closer to the population.
