Senegal debates constitutional ban on extending presidential term to seven years
Senegal's 2016 constitution contains a "eternity clause" (Article 103) that bars any revision of the presidential term length or the number of consecutive terms. Despite this, members of the newly‑emerged Kiiraay movement have advocated changing the five‑year term to seven years. The proposal was promoted by minister Arona Coumba Ndoffene Diouf and backed by university official Baye Mayoro Diop, who announced on Facebook on 1 August that he would revisit the idea.
Civil‑society actors quickly condemned the plan. Jurist Babacar Ba described it as a "malicious debate" that threatens national cohesion and called for legal action against its promoters. The former prime minister and presidential representative Aminata Touré reiterated that the constitution unequivocally limits presidents to two five‑year mandates and that the provision is untouchable. The controversy has also been framed as a clash over the "patriotic monopoly" between Kiiraay and the ruling PASTEF party, with both sides vying to define Senegalese patriotism.
Following the backlash, some Kiiraay figures, including Baye Mayoro Diop, withdrew their support for the seven‑year term, leaving the constitutional safeguard in place for the time being.
