Serbia adopts new electronic administration laws

The National Assembly of Serbia has adopted amendments to the Law on Electronic Administration, establishing a framework for digital governance. Key provisions include the use of electronic registers, portals, and an ‘E-mailbox’ as the primary method for delivering official documents, such as decisions and certificates, to citizens and companies.

Under the new law, state institutions will exchange data through a unified information-communication network in structured digital formats. This exchange will be tracked to monitor who accesses data and for what purpose. Institutions are required to maintain electronic registers and will be responsible for updating data regarding citizens, companies, and real estate. While digital delivery is the standard, citizens may request paper copies at their own expense.

Additionally, the law promotes open data, allowing citizens and businesses to request information in machine-readable formats, provided personal data is anonymized before reuse.
