Serbia is advancing its digital and administrative infrastructure through new technological implementations and regulatory updates.

In late August, the government announced plans to launch AI-powered services on its eGovernment portal by the end of September. This initiative aims to allow citizens to use voice commands or text conversations with an AI assistant to perform tasks such as scheduling appointments for ID cards and passport replacements. Further expansion of this technology is intended for school and kindergarten enrollment, alongside the development of an Innovation District in Kragujevac to support IT infrastructure.

In early September, the National Assembly adopted amendments to the Law on Electronic Administration to establish a framework for digital governance. This law introduces the use of electronic registers, portals, and an ‘E-mailbox’ as the primary method for delivering official documents, such as decisions and certificates, to citizens and companies. State institutions will now exchange data through a unified information-communication network in structured digital formats, with access tracked for monitoring purposes. While digital delivery is the new standard, citizens may request paper copies at their own expense. The law also promotes open data in machine-readable formats.

Additionally, the government adopted a new decree amending administrative fees for Ministry of Internal Affairs services, effective September 12. New fee structures include specific production costs paid to the Institute for Minting and Coinage for travel documents, temporary residence permits, and ID cards for foreigners. The decree also updates costs for driver’s licenses, vehicle registration certificates, and license plates, including specialized pricing for custom plates for historical vehicles.
