Serbia faces seasonal agricultural labor shortages and sustainability shifts

Agricultural producers in Serbia are facing a persistent shortage of seasonal workers, despite higher daily wages and a streamlined electronic registration system. While the electronic portal introduced in 2019 has significantly reduced administrative burdens—cutting registration time from five hours to just a few minutes—and has processed over 100,000 workers and 2.4 billion dinars in contributions, the labor gap remains acute during peak summer months.

Physical labor, high temperatures, and outdoor conditions continue to deter potential workers. Furthermore, informal employment persists in some areas, as some workers opt for unregistered roles to assist acquaintances without formal contracts.

Parallel to labor challenges, the sector is navigating a shift toward sustainable practices to mitigate environmental impacts. Producers are increasingly adopting methods such as minimal tillage and direct seeding to preserve soil structure and moisture, addressing the pressures of resource scarcity and changing climate patterns.
