Serbian agricultural development and food security

Overview

The Serbian government has adopted a new Agriculture and Rural Development Strategy for 2026–2034, aiming to prioritize modernization, mechanization, and ‘climate-smart agriculture’ to address climate instability.

However, the sector faces significant structural challenges. Vladan Bogdanović, dean of the Faculty of Agriculture at the University of Belgrade, has warned that Serbia is losing its food independence due to a shrinking livestock population. He noted that while this decline has been a trend for approximately 35 years, it has become significantly more pronounced over the last 14 years. Bogdanović criticized current subsidies for serving a “social rather than a developmental purpose,” arguing they fail to foster growth. He specifically highlighted a 50 percent decrease in raw milk prices over the last two years and warned that a high economic standard is unattainable without a robust agricultural sector.

Additionally, producers are struggling with acute seasonal labor shortages during peak summer months. Despite a 2019 electronic registration system that reduced administrative burdens and has processed over 100,000 workers, physical labor and high temperatures continue to deter applicants. Some informal employment persists as workers opt for unregistered roles. To mitigate these pressures and changing climate patterns, producers are increasingly adopting sustainable practices, such as minimal tillage and direct seeding, to preserve soil moisture and structure.
