Sierra Leone Supreme Court to rule on 2025 Constitutional Amendment Bill

The Supreme Court of Sierra Leone is set to rule on a legal challenge regarding the validity of the 2025 Constitutional Amendment Bill. The case, initiated by Member of Parliament Osman Abdal Timbo and supported by the All People’s Congress (APC), contests the parliamentary procedures used to advance the bill.

The dispute centers on the interpretation of Section 108 of the 1991 Constitution. Specifically, the plaintiffs argue that the Speaker of Parliament incorrectly applied a simple majority threshold rather than the mandatory two-thirds majority required for constitutional amendments. The challenge also questions whether mandatory publication requirements under Section 108(2)(a) were properly met.

Legal counsel for the plaintiffs maintains that these requirements are essential constitutional safeguards designed to prevent hasty or partisan amendments. The Supreme Court’s decision is expected to provide an authoritative interpretation of the amendment process and determine the legal standing of the 2025 Bill.
