Simples Nacional: New deadlines and IBS/CBS rules for 2027
The Simples Nacional management committee (CGSN) has implemented significant changes to the adhesion calendar for micro and small enterprises to accommodate Brazil's tax reform. The deadline for companies wishing to join the Simples Nacional regime for 2027 has been moved up by four months, requiring applications to be submitted between September 1 and September 30, 2026.
Under the new rules, which incorporate the Imposto sobre Bens e Serviços (IBS) and the Contribuição sobre Bens e Serviços (CBS), companies have additional flexibility. They may choose to keep these taxes within the unified Simples Nacional payment or opt for the regular regime to generate and transfer tax credits to business clients. This choice for the first half of 2027 must be made in September 2026, with a subsequent window in March 2027 for the second half of the year. Those opting for the regular regime in September have until November 30, 2026, to cancel their decision.
Additionally, the transition necessitates significant technological adaptation. Experts note that 2026 will be a critical year for businesses to invest in IT infrastructure to support real-time tax validation and the split payment mechanism, which automates tax collection during electronic transactions.
