Singapore implements mandatory cat licensing and microchipping

Singapore has concluded a two-year transition period for its new Cat Management Framework. As of the end of the grace period, over 111,000 pet cats have been licensed and microchipped in the country, a significant increase from approximately 66,000 reported earlier in the year.

Under the new regulations, keeping an unlicensed cat is now an offense under the Animals and Birds Act, with potential fines reaching S$5,000. The framework establishes specific limits on pet ownership: residents in HDB flats are permitted up to two cats, while those in private residences may keep up to three cats.

Minister of State for National Development Alvin Tan noted that the microchipping and licensing system is designed to improve owner accountability and facilitate the return of lost pets to their families. During the transition, the Animal & Veterinary Service (AVS) conducted numerous free microchipping drives and provided sterilization support to over 2,900 lower-income households.
