Singapore cat licensing and microchipping regulations

Overview

Singapore has concluded a two-year transition period for its new Cat Management Framework. Following the grace period, the number of licensed and microchipped cats in the country rose to over 111,000, up from approximately 66,000 earlier in the year.

Under the current regulations, keeping an unlicensed cat is an offense under the Animals and Birds Act, carrying potential fines of up to S$5,000. The framework also imposes limits on pet ownership based on housing type: residents in HDB flats are permitted up to two cats, while those in private residences may keep up to three.

Minister of State for National Development Alvin Tan stated that the system aims to “improve owner accountability and facilitate the return of lost pets to their families.” During the transition, the Animal & Veterinary Service (AVS) provided sterilization support to over 2,900 lower-income households and conducted free microchipping drives.
