The Slovenian Ministry of Culture has submitted draft amendments to the media law and the Radiotelevizija Slovenija (RTVS) law for inter-ministerial coordination.

The proposed media law introduces a new system for financial support, emphasizing the funding of content in the public interest, particularly cultural and artistic works. It would abolish mandatory minimum funding levels for these purposes and eliminate the possibility of funding non-governmental organizations in the media sector. Additionally, media outlets part of programming networks would be excluded from the support system to promote pluralism and editorial independence. The draft also proposes transferring market concentration assessment powers to the national regulator, AKOS, and mandates that only natural persons can be listed as actual media owners.

Regarding RTVS, the legislation proposes a significant restructuring of its management and oversight. The current four-member management board would be replaced by a single general director. The existing RTVS council would be transformed into a programming council, while the current financial committee would be replaced by a supervisory board. Furthermore, the draft seeks to remove provisions concerning influence and punitive sanctions for promoting violence or hatred in the media.
