RTV Slovenija financial and leadership crisis
Overview
RTV Slovenija is facing a severe liquidity crisis that has brought the public broadcaster to the verge of financial collapse. To cover payroll for its approximately 2,000 employees, the institution has relied on loans from the state treasury. In June 2026, the broadcaster borrowed 8.1 million euros, leaving a remaining debt of 5.6 million euros. Critics, including former director-general Igor Kadunc, suggest that delays in signing essential contracts with the Ministry of Culture and the Office for Nationalities prevented the broadcaster from securing 7.7 million euros in inflows that could have averted the need for loans.
Despite these financial struggles, viewership remains high. Data from the first seven months of 2026 shows that RTV Slovenija’s first and second programs reached approximately 1.78 million unique viewers, representing 93.3 percent of the Slovenian population.
The institution remains embroiled in legal and legislative disputes. The Ministry of Culture has submitted draft amendments to the media and RTVS laws for inter-ministerial coordination. The proposed RTVS restructuring would replace the four-member management board with a single general director and transform the existing council into a programming council. The draft media law also proposes a new financial support system for public interest content that would abolish mandatory minimum funding levels and eliminate funding for non-governmental organizations.
In a recent legal development, the Administrative Court of Slovenia temporarily suspended a Ministry of Culture decision regarding music production funding. This ruling allows a previous decision to remain in effect, which approved approximately 3.5 million euros for music production. The Ministry expressed concern that the suspension leaves it without a legal basis to implement necessary public finance safeguards.
