Small internet providers serve 76% of Brazilian municipalities
Small-scale telecommunications providers (PPPs) are present in 76% of Brazilian municipalities, according to the 2026 Telecommunications Network Structural Plan (PERT) developed by Anatel. In 33% of the country's municipalities, these small providers are the sole providers of fiber optic networks, playing a critical role in bringing connectivity to small towns and remote areas where major operators have not yet established infrastructure.
To support this sector, the Ministry of Communications is implementing measures to expand infrastructure and improve access to financing. A key initiative is the ‘Acessa Crédito Telecom’ program, designed to facilitate long-term credit for small providers to expand fixed broadband in municipalities with fewer than 30,000 inhabitants. The program aims to reach approximately 2,350 small providers, with an expectation that about 500 companies will utilize the available credit instruments for network expansion and equipment acquisition.
