Overview

Small-scale telecommunications providers (PPPs) have become essential to Brazil’s connectivity, serving 76% of the country’s municipalities. According to the 2026 Telecommunications Network Structural Plan (PERT) by Anatel, these providers are the exclusive fiber optic network providers in 33% of municipalities, particularly in remote areas.

To bolster this sector, the Brazilian government and financial institutions are facilitating infrastructure expansion. The Ministry of Communications is utilizing the ‘Acessa Crédito Telecom’ program to provide long-term credit to small providers in towns with fewer than 30,000 inhabitants.

Further expansion is being driven by the Telecommunications Services Universalization Fund (Fust) and BNDES. For example, Alloha Fibra has deployed hundreds of kilometers of fiber-to-the-home infrastructure in Pará, while Zaaz Telecom has received significant funding from BNDES to expand broadband and mobile services across several municipalities in Paraná, São Paulo, and Minas Gerais.
