São Paulo court orders CPTM, Via Mobilidade and Tic Trens to approve fire safety plans within a year

The São Paulo state judiciary gave the commuter‑rail operator CPTM and concessionaires Via Mobilidade and Tic Trens up to 12 months to submit individualized fire‑safety plans for every station that lacks an AVCB (fire‑inspection certificate). The order covers a system that carries about 6.8 million passengers daily. A recent study identified 36 of the 117 stations – roughly one‑third – without the required certification, with the majority on lines 7‑Rubi, 10‑Turquesa and 11‑Coral.

Judge Josué Vilela Pimentel imposed a daily fine of R$ 50,000 for missed deadlines and ordered the operators to publicly disclose which stations are still non‑compliant and to display information about the regularisation process at each location. The ruling cited the 2013 Kiss nightclub disaster as a warning that large‑crowd venues without proper fire safety pose a severe risk. The operators have indicated they will appeal but say work is already under way to meet the requirements.
