São Paulo rail concession dispute and labor unrest
Overview
Following the 21 July handover of lines 11-Coral, 12-Safira, and 13-Jade to Trivia Trens, technical failures—including a carriage fire and power outages—prompted the regulator Artesp to order CPTM to temporarily retake operations. Amidst a reported 275% increase in incidents on Line 11, State Deputy Monica Seixas introduced Bill PL 767/2026, seeking the termination of the Trivia Trens concession due to safety breaches.
A strike by CPTM workers began on 4 August, affecting approximately one million commuters and causing massive traffic congestion. The dispute centered on job security for approximately 4,000 employees. On 5 August, workers voted to end the strike after Governor Tarcísio de Freitas proposed a state law to guarantee their positions. This agreement was later formalized when the state sanctioned a law to absorb CPTM employees, initiating a transition phase where Trivia Trens employees monitor activities while CPTM remains responsible for train operations.
Despite this resolution, labor tensions persist on other lines. On 11 August, the Sindpaulista union announced that workers on Line 10-Turquoise approved a ‘state of strike’ due to perceived loopholes in the recent legislative job guarantees. They planned a demonstration for 18 August if the government does not reissue a more robust proposal. Additionally, the state continues to evaluate new public-private partnership models for Line 10-Turquesa and Line 14-Ônix to avoid concentrating metro lines under a few concessionaires.
