São Paulo launches R$ 29 billion climate resilience plan

The Government of São Paulo has launched the ‘São Paulo Sempre Alerta – Operação El Niño 2026/2027’ program, a strategic initiative designed to mitigate the impacts of extreme weather events such as storms, heatwaves, droughts, and forest fires. The plan includes 181 integrated actions under the State Climate Change Resilience Plan (PEARC), with total investments projected to reach R$ 29 billion by 2029.

Key components of the operation include the establishment of a specialized crisis cabinet involving government agencies, emergency services, and utility providers. The state has introduced a new four-tier risk classification system: green (observation), yellow (attention), orange (alert), and red (emergency). To enhance public safety, the government will utilize Cell Broadcast technology to send automatic emergency alerts directly to smartphones, alongside traditional SMS notifications.

Infrastructure investments will focus on flood prevention, river desilting, and road resilience. Specific highway works are underway, including slope stabilization and drainage improvements on the SP-304, SP-079, and SP-270. Additionally, the State Health Secretariat has prepared a contingency plan to ensure the availability of 45 essential pharmaceutical items, including vaccines and serums, to support municipalities facing climate-related health emergencies.
