São Paulo climate resilience and disaster prevention
Overview
The government of São Paulo has initiated the ‘São Paulo Sempre Alerta – Operação El Niño 2026/2027’ program to mitigate extreme weather impacts such as storms, heatwaves, and wildfires. The strategic plan involves R$ 29 billion in projected investments through 2029, focusing on infrastructure resilience, flood prevention, and health contingency planning.
To support these efforts, the state established a specialized crisis cabinet and a four-tier risk classification system. Public safety measures include the use of Cell Broadcast technology for emergency alerts. The initiative has since expanded to include advanced technological tools within the ‘SP Sempre Alerta’ Intelligence Panel. This expansion integrates real-time rain cell movement data via Earth Networks technology, risk maps from the Environmental Research Institute (IPA) that cross-reference environmental data with population density, and real-time data from the Civil Police and Fire Department. Monitoring also includes the ‘Muralha de Fogo’ (Fire Wall) initiative, which uses highway cameras to detect wildfires.
Operational readiness has been bolstered through the distribution of emergency items and the deployment of water trucks via the São Paulo Social Fund (FUSSP). Furthermore, the São Paulo State Health Secretariat (SES-SP) is implementing a health preparedness plan to manage potential surges in medical demand.
Recent financial developments include the allocation of R$ 1.19 billion through the State Water Resources Fund (Fehidro) to fund projects for preventing and adapting to extreme weather. Since 2023, these resources have supported 1,297 projects across 338 municipalities, focusing on urban drainage, sanitation, and water security. Additionally, the state is restructuring its monitoring efforts by expanding the former ‘Operação Chuvas’ into a permanent operation scheduled through at least 2027.
