São Paulo moves to cancel Trivia Trens concession over safety failures

State deputy Monica Seixas (PSOL) introduced Bill PL 767/2026, seeking the caducity of the concession contract (SPI No. 008/2025) between the São Paulo government and Trivia Trens S.A., which operates metro lines 11‑Coral, 12‑Safira, 13‑Jade and the Expresso Aeroporto. The proposal cites a series of serious incidents shortly after the concession began: a train composition failure on Line 12 at Brás station on 21 July, repeated delays on lines 11 and 12 on 22 July, and an explosion and fire in a Line 12 carriage near Belém station on 23 July that disrupted service across multiple lines. Data from the first half of 2026 show a 275 % rise in failures on Line 11‑Coral compared with the previous year. The bill requires the Agência de Transporte do Estado de São Paulo (Artesp) to open an administrative process, give the concessionaire at least 30 days to remedy the breaches, and then formally declare the contract terminated if issues persist.

If approved, the termination would end a 25‑year, R$ 14.3 billion private‑investment contract and could reshape public‑transport operations in the state, prompting a review of future concession models.
