São Paulo municipality denies Uber's mototaxi service request

On 15 July 2026 the São Paulo City Hall, through the Municipal Committee for Road Use (CMUV), unanimously rejected Uber's application to operate a mototaxi service via its app in the capital. The decision was based on Uber's failure to provide documentation proving the required personal‑accident insurance, a condition mandated by a new municipal law approved by the city council. Uber contested the ruling, stating that the same insurance proof had previously been accepted by the administration. The rejection continues a dispute that began in 2023 after the Supreme Federal Court ruled that municipalities cannot prohibit mototaxi services and the São Paulo Court of Justice ordered the city to regulate the modality. The law imposes several obligations on operators and drivers, including mandatory insurance, speed‑limiting devices, registration with the municipality, equipment such as reflective vests and helmets, age and licensing requirements, and background checks. Ride‑hailing competitor 99 announced in April 2026 that it would no longer pursue mototaxi operations in São Paulo, citing a focus on delivery services.
