São Paulo's IPTU crackdown on residents contrasts with lenient deals for giant debtor Itaú

The São Paulo municipal Treasury has adopted a zero‑tolerance stance toward individual taxpayers who fall behind on the Imposto Predial e Territorial Urbano (IPTU). Notices to delinquent owners warn of threats such as property seizure, inclusion in the debt‑active registry, suspension of municipal benefits and difficulty obtaining essential certificates.

In stark contrast, the city’s largest corporate debtors receive far more flexible treatment. According to Serasa data, the Itaú Group is the single biggest IPTU debtor, with a recorded outstanding balance of roughly R$ 19.9 billion. Rather than facing execution, Itaú continues to hold active credit lines with the municipality, including a R$ 500 million infrastructure financing agreement that runs until 2027. This disparity between harsh penalties for ordinary residents and negotiated arrangements for mega‑debtors has sparked debate over fairness and fiscal policy in Brazil’s largest city.
