Soacha advances update of 26‑year‑old municipal land‑use plan

The Soacha municipal council held an open cabildo to discuss the first draft of a new Plan de Ordenamiento Territorial (POT), the land‑use plan that has not been revised in 26 years. More than 100 citizens attended, delivering 104 interventions during an 11‑hour session, with participants ranging from community leaders and social organisations to representatives of academia and the private sector.

The council will incorporate the proposals into its ongoing analysis before the next deliberation scheduled for 1 August at the Parque de los Locos, where officials will respond to the observations raised. The updated POT is intended to guide Soacha’s growth through 2039, addressing challenges such as rapid population increase, informal urban expansion, poverty, and the need for sustainable infrastructure.

Background reporting notes that the original POT was adopted in 2000 under constitutional mandate, but successive administrations have struggled to manage the city’s accelerated demographic and economic changes, leading to extensive land speculation and social pressures.
