Soacha municipal land‑use plan revision

Overview

In late July 2026, the Soacha municipal council convened an open cabildo to present the first draft of a new Plan de Ordenamiento Territorial (POT), the city’s first land‑use plan update in 26 years. Over 100 citizens delivered 104 interventions, and officials said the feedback would be incorporated before a follow‑up deliberation scheduled for 1 August.

By early August, the council moved to a formal debate of the POT. Mayor Julián Sánchez ‘Perico’ highlighted that the plan aims to guide Soacha’s growth through 2039, addressing housing, mobility, public spaces, education, health, services and environmental protection to correct problems caused by rapid, unplanned expansion. The same period saw a parallel discussion of Cartagena’s newly issued POT, which drew criticism for lacking detailed flood‑risk studies, underscoring broader challenges Colombian municipalities face in updating territorial planning frameworks while balancing community input and technical requirements.
