Soberanía platform faces structural hurdles in Cuba's digital transformation

The Soberanía platform, launched in Cuba on July 10, 2025, via Decree 125, aims to serve as a single window for state procedures and services. Managed by the Centro de Gobierno Digital (CGD) under the Council of Ministers, the platform is designed to transition the country from electronic government—simply moving processes online—to digital government, which involves redesigning norms and organizational structures.

Fourteen months after its inception, officials acknowledge that the platform has addressed only a fraction of its objectives as citizen demand outpaces current capacity. Wilfredo González Vidal, Director General of the CGD, stated that the primary obstacles are not technological, but rather cultural, structural, and organizational.

The platform operates on three core principles: citizen-centric processes to simplify needs, data mobility to prevent citizens from repeatedly submitting information the state already possesses, and transparency and proactivity to anticipate user requirements.
